Minutes of the November 17, 2004 Meeting of the School of Medicine Committee on the Status of Women and Minorities
Attending: Dr. Margaret Biber, Dr. Dolores Clement, Dr. Karen Cropsey, Dr. Imad Damaj, Ms. Janett Forte, Ms. Carol Hampton, Dr. Roy Pickens (guest), Dr. Rita Shiang
- The following information was provided by Dr. Roy Pickens, Vice-Chair of Research:
- How are IRB members selected.
- Requirements by Federal regulations.
- Try to slant panels to certain areas of research.
- Number of people on panels vary.
- Distribution—if getting large number of protocols in particular area—need reviewer familiar with area.
- Recruited through Department Chairs—state that there are a lot of protocols coming through in your area and need faculty members with that expertise to review.
- However, this has not worked out well.
- Need at least 1 person not affiliated with VCU (1 non-scientist, etc.).
- DHHS reviews panel members and approves.
- Now require alternates to conduct at least 4 protocols per year.
- MDs—have the most trouble recruiting MDs and they are needed because there are so many medical protocols.
- Hard trying to recruit MDs through Dept. Chairs because Dept. Chairs feel that the MD is more valuable doing clinical work.
- Solution was to pay physicians because it was felt physicians were losing money—money comes out of medical school.
- Since doing this, there have been no problems with recruiting.
- Pay Department for services rendered by MD.
- Surveyed IRBs at other institutions and found 1 that paid all members and rest did not pay any members. VCU is only IRB that pays MD and not other professionals.
- Hermes Kontos/ R. Newsome decided solution in 1999 (after IRB shutdown) was to pay MDs.
- Write letter about equity issues.
- Updated Committee on faculty survey.
- Dean Search—committee met last month—had 1 meeting so far with Velma Williams, EEOC. Spencer Stuart search firm hired—Dr. Ira Isaacson is lead physician from consulting firm.
- Dr. Retchin presented to Chairs his vision of where the School of Medicine will be in the next 6 years. He wants to move the university from 60 to 45th in Federal grants ranking—wants 86 new hires (primarily Ph.D.s).

- Salary equity survey on hold-State College of Pennsylvania Hershey Medical Center conducted a survey that cost $150,000 and found salary inequities, which cost several million dollars to rectify (which they did).
- Committee to think about what areas it would like to explore (e.g. benefits across departments).
